Narrative:
Air carrier X, dc-9, departed to the northwest off of stl. I issued a climb to 15000 ft. A couple of sweeps later, the captain advised that he had leveled at 2500 ft because of an RA on TCASII. No other aircraft were involved.

Title: ACR X TCASII RA WITH FALSE TARGET. EVASIVE ACTION TAKEN.
Narrative: ACR X, DC-9, DEPARTED TO THE NW OFF OF STL. I ISSUED A CLB TO 15000 FT. A COUPLE OF SWEEPS LATER, THE CAPT ADVISED THAT HE HAD LEVELED AT 2500 FT BECAUSE OF AN RA ON TCASII. NO OTHER ACFT WERE INVOLVED.
