Narrative:

I dispatched an aircraft with a portion of the deicing capabilities MEL'ed. I checked and re-checked the WX that evening and felt it could legally be dispatched. I even noted on the release that the captain should call if uncomfortable, drawing his attention to the MEL and route. While the forecast remained 'clear,' WX conditions at departure time (from clt) for destination (ewn) showed a ceiling. I did not monitor closely the changed sa for ewn and alert the captain. But the flight proceeded normally and landed ewn.

Title: AN ACR MDT DISPATCHED WITH PARTIAL ACFT ICE PROTECTION MEL D WHEN THE LATEST WX RPT INDICATED AN OVCST AT DEST.

Narrative: I DISPATCHED AN ACFT WITH A PORTION OF THE DEICING CAPABILITIES MEL'ED. I CHKED AND RE-CHKED THE WX THAT EVENING AND FELT IT COULD LEGALLY BE DISPATCHED. I EVEN NOTED ON THE RELEASE THAT THE CAPT SHOULD CALL IF UNCOMFORTABLE, DRAWING HIS ATTN TO THE MEL AND RTE. WHILE THE FORECAST REMAINED 'CLR,' WX CONDITIONS AT DEP TIME (FROM CLT) FOR DEST (EWN) SHOWED A CEILING. I DID NOT MONITOR CLOSELY THE CHANGED SA FOR EWN AND ALERT THE CAPT. BUT THE FLT PROCEEDED NORMALLY AND LANDED EWN.
