Narrative:

Ind approach was arriving jet traffic on runway 24R&left. Banner waiver from indianapolis speedway required 1500 ft AGL pattern over speedway putting us in close proximity to inbound corridor. A few airline capts commented on our close pattern. ATC asked banner pilots to drop to 1000 AGL to give clearance to jets. The airline capts still believed that the banner planes were a hazard. I believe criteria should be set up and published for all pilots to know what separation requirements are needed in VFR. Also flight waivers should take into consideration surrounding airspace. If the banner waiver didn't put additional restrictions on altitude a conflict or believed conflict would not have occurred.

Title: BANNER TOW ACFT SEEMS TOO CLOSE TO ACRS ON APCH.

Narrative: IND APCH WAS ARRIVING JET TFC ON RWY 24R&L. BANNER WAIVER FROM INDIANAPOLIS SPEEDWAY REQUIRED 1500 FT AGL PATTERN OVER SPEEDWAY PUTTING US IN CLOSE PROX TO INBOUND CORRIDOR. I BELIEVE CRITERIA SHOULD BE SET UP AND PUBLISHED FOR ALL PLTS TO KNOW WHAT SEPARATION REQUIREMENTS ARE NEEDED IN VFR. ALSO FLT WAIVERS SHOULD TAKE INTO CONSIDERATION SURROUNDING AIRSPACE. IF THE BANNER WAIVER DIDN'T PUT ADDITIONAL RESTRICTIONS ON ALT A CONFLICT OR BELIEVED CONFLICT WOULD NOT HAVE OCCURRED.
