Narrative:
We were being vectored for a VOR 13R approach at jfk. We were cleared to 3000 ft (approximately). 4 mi south of asalt TCASII went off, climb at (approximately) 3400 ft. At about the same time, center said level off. Climb! We climbed (approximately) 400 ft. Don't know what happened -- center sounded pretty excited. -- Think they were working him too. We never saw the other aircraft. TCASII showed we missed him by 200 ft.

CLB! WE CLBED (APPROX) 400 FT. DON'T KNOW WHAT HAPPENED -- CTR SOUNDED PRETTY EXCITED. -- THINK THEY WERE WORKING HIM TOO. WE NEVER SAW THE OTHER ACFT. TCASII SHOWED WE MISSED HIM BY 200 FT.
