Narrative:

During a promotional photography session, a camera operator was allowed to stand on the skid secured to the helicopter with a full climbing harness to photograph the pilots. The helicopter picked up from the surface and hovered no more than 4 ft off the ground for approximately 5 minutes. I do not feel there was a problem or a potential problem as the command pilot and photographer are very familiar with these types of operations. Furthermore, I feel there should be an additional paragraph to far 91.107 addressing these operations. In reading this regulation, I feel photography is not addressed.

Title: INSTRUCTOR PLT ENGAGED IN ROTARY WINGED TFC ALLEGES THAT THE FARS ARE DEFICIENT IN CLARITY AND PURPOSE.

I DO NOT FEEL THERE WAS A PROB OR A POTENTIAL PROB AS THE COMMAND PLT AND PHOTOGRAPHER ARE VERY FAMILIAR WITH THESE TYPES OF OPS. FURTHERMORE, I FEEL THERE SHOULD BE AN ADDITIONAL PARAGRAPH TO FAR 91.107 ADDRESSING THESE OPS. IN READING THIS REG, I FEEL PHOTOGRAPHY IS NOT ADDRESSED.
