Narrative:
Our flight was cleared to cross marrc intersection at FL180 (lga mip. MIP8). Passing 20000 ft, ATC told us to level off at FL200, we leveled off at about 19700 ft because of high rate of descent (2000 FPM). Received one TA followed almost immediately by a climb RA. The traffic was a flight of '8' F-14's in tight 'V' formation. Acquired visual with traffic. Estimated lateral separation 1/2 mi and about 600-700 ft vertical separation while still climbing per 'climb RA' at closest point.

PASSING 20000 FT, ATC TOLD US TO LEVEL OFF AT FL200, WE LEVELED OFF AT ABOUT 19700 FT BECAUSE OF HIGH RATE OF DSCNT (2000 FPM). RECEIVED ONE TA FOLLOWED ALMOST IMMEDIATELY BY A CLB RA.
