Narrative:
Iad to isp. Flight departed at XY00 local, scheduled was XX25 local. 15 mins into the flight dispatch called and said isp was closed for construction of runways. The flight returned to iad no problem. Dispatch said all runways were notamed closed. My local NOTAMS showed runways closed from 0300 to 1000. Tower was open 'til midnight (local NOTAMS are in local time not zulu and seem to be printed in error). These NOTAMS I have thought were local for the last 4 1/2 yrs, at this airline might not be. At this point I don't know 100 percent. A call was made to FSS prior to departure as to the time the airport/tower was open. Answer was: 0400Z/midnight. My airline has never trained in proper reading of this 'company' WX and has distributed no key. This would help clear this problem up.

THESE NOTAMS I HAVE THOUGHT WERE LCL FOR THE LAST 4 1/2 YRS, AT THIS AIRLINE MIGHT NOT BE. AT THIS POINT I DON'T KNOW 100 PERCENT. A CALL WAS MADE TO FSS PRIOR TO DEP AS TO THE TIME THE ARPT/TWR WAS OPEN. ANSWER WAS: 0400Z/MIDNIGHT. MY AIRLINE HAS NEVER TRAINED IN PROPER READING OF THIS 'COMPANY' WX AND HAS DISTRIBUTED NO KEY. THIS WOULD HELP CLR THIS PROB UP.
