Narrative:
I was working R29/30/22 sectors at ZDC. Air carrier DH-8 crew complained about traffic in his immediate vicinity. I was busy separating traffic on another frequency. Apparently, the military Y was flying around changing altitudes and directions rapidly. I had no time to call traffic. The military traffic has been seen to fly very close to other traffic.

Title: ACR X HAD POSSIBLE NMAC WITH VFR MIL TACTICAL ACFT. SEE AND AVOID CONCEPT.
Narrative: I WAS WORKING R29/30/22 SECTORS AT ZDC. ACR DH-8 CREW COMPLAINED ABOUT TFC IN HIS IMMEDIATE VICINITY. I WAS BUSY SEPARATING TFC ON ANOTHER FREQ. APPARENTLY, THE MIL Y WAS FLYING AROUND CHANGING ALTS AND DIRECTIONS RAPIDLY. I HAD NO TIME TO CALL TFC. THE MIL TFC HAS BEEN SEEN TO FLY VERY CLOSE TO OTHER TFC.
