Narrative:

Air carrier X was on final to runway 28L. Z was on landing rollout. Air carrier Y was put into position and hold and issued traffic, advised to be ready for departure. Z did not exit at expected taxiway. Air carrier Y was issued an immediate takeoff as soon as X exited runway 28L. When air carrier X was over landing threshold, air carrier Y was approximately 5000 ft down the runway and rotated with nose gear off runway and main gear still on runway. Controller debated sending air carrier X around and supervisor working tower coordinator position said let him land. Controller opted to follow supervisor's instructions. This is the second instance in which following supervisor's instructions has created stress in this controller and caused a potentially unsafe and illegal situation. Supervisor's need to stay out of the controller's mind and traffic picture unless they are willing to accept full responsibility.

Title: ACR X LANDED ON OCCUPIED RWY POSSIBLE LTSS FROM ACR Y DEPARTING.

Narrative: ACR X WAS ON FINAL TO RWY 28L. Z WAS ON LNDG ROLLOUT. ACR Y WAS PUT INTO POS AND HOLD AND ISSUED TFC, ADVISED TO BE READY FOR DEP. Z DID NOT EXIT AT EXPECTED TXWY. ACR Y WAS ISSUED AN IMMEDIATE TKOF AS SOON AS X EXITED RWY 28L. WHEN ACR X WAS OVER LNDG THRESHOLD, ACR Y WAS APPROX 5000 FT DOWN THE RWY AND ROTATED WITH NOSE GEAR OFF RWY AND MAIN GEAR STILL ON RWY. CTLR DEBATED SENDING ACR X AROUND AND SUPVR WORKING TWR COORDINATOR POS SAID LET HIM LAND. CTLR OPTED TO FOLLOW SUPVR'S INSTRUCTIONS. THIS IS THE SECOND INSTANCE IN WHICH FOLLOWING SUPVR'S INSTRUCTIONS HAS CREATED STRESS IN THIS CTLR AND CAUSED A POTENTIALLY UNSAFE AND ILLEGAL SIT. SUPVR'S NEED TO STAY OUT OF THE CTLR'S MIND AND TFC PICTURE UNLESS THEY ARE WILLING TO ACCEPT FULL RESPONSIBILITY.
