Narrative:

Bwi gate jetway door into terminal cannot be opened from jetway side. Gate agent must open door with a security card. There is no way to open door from aircraft side in case of fire, etc. No button and pushing on door's handle does not open them. Callback conversation with reporter revealed the following information: the gate in question is the gate used for international arrs as well as many domestic arrs. The locked door is a normal operation. The reporter put his shoulder to it and it would not budge. There is 'panic hardware' on the door to allow an escape into the terminal, but it has been disabled. This is apparently the only gate at bwi that is configured in this manner. The reporter is now aware of the FAA aviation safety hotline. He has notified his pilot union, which is pursuing this matter with the FAA.

Title: AN ACR CREWMAN FOUND THAT THE DOOR INTO THE TERMINAL FROM THE JETWAY WAS LOCKED.

Narrative: BWI GATE JETWAY DOOR INTO TERMINAL CANNOT BE OPENED FROM JETWAY SIDE. GATE AGENT MUST OPEN DOOR WITH A SECURITY CARD. THERE IS NO WAY TO OPEN DOOR FROM ACFT SIDE IN CASE OF FIRE, ETC. NO BUTTON AND PUSHING ON DOOR'S HANDLE DOES NOT OPEN THEM. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE GATE IN QUESTION IS THE GATE USED FOR INTL ARRS AS WELL AS MANY DOMESTIC ARRS. THE LOCKED DOOR IS A NORMAL OP. THE RPTR PUT HIS SHOULDER TO IT AND IT WOULD NOT BUDGE. THERE IS 'PANIC HARDWARE' ON THE DOOR TO ALLOW AN ESCAPE INTO THE TERMINAL, BUT IT HAS BEEN DISABLED. THIS IS APPARENTLY THE ONLY GATE AT BWI THAT IS CONFIGURED IN THIS MANNER. THE RPTR IS NOW AWARE OF THE FAA AVIATION SAFETY HOTLINE. HE HAS NOTIFIED HIS PLT UNION, WHICH IS PURSUING THIS MATTER WITH THE FAA.
