Narrative:

A BE20 was established on the ILS runway 13 at atlantic city international. However, even after reducing to final approach speed he was overtaking another aircraft on final. The BE20 I observed at 3500 ft and I turned the aircraft to resequence. After flying 5 mi apparently the BE20 did not continue his descent as instructed to 3000 ft. The result was a loss of separation between the BE20 at 3500 ft and an overflt, a PA28 IFR at 4000 ft. I feel the slowness of the ARTS ii equipment prevented me from seeing that the BE20 had not continued his descent. However, I take responsibility for the situation and will ensure separation in the future.

Narrative: A BE20 WAS ESTABLISHED ON THE ILS RWY 13 AT ATLANTIC CITY INTL. HOWEVER, EVEN AFTER REDUCING TO FINAL APCH SPD HE WAS OVERTAKING ANOTHER ACFT ON FINAL. THE BE20 I OBSERVED AT 3500 FT AND I TURNED THE ACFT TO RESEQUENCE. AFTER FLYING 5 MI APPARENTLY THE BE20 DID NOT CONTINUE HIS DSCNT AS INSTRUCTED TO 3000 FT. THE RESULT WAS A LOSS OF SEPARATION BTWN THE BE20 AT 3500 FT AND AN OVERFLT, A PA28 IFR AT 4000 FT. I FEEL THE SLOWNESS OF THE ARTS II EQUIP PREVENTED ME FROM SEEING THAT THE BE20 HAD NOT CONTINUED HIS DSCNT. HOWEVER, I TAKE RESPONSIBILITY FOR THE SIT AND WILL ENSURE SEPARATION IN THE FUTURE.
