Narrative:

Pilot requested from cle approach deviation due to thunderstorm heading 330 degrees approved. Approach requested heading 300 degrees when clear of WX. 2 mins later, turning left toward 300 degrees at 310 degrees, TCASII alert 'climb' and aircraft ahead approaching 5 mi out. Had visual on aircraft, a 737 at 2 mi distance. It appeared to descend as we started to climb. No report given regarding conflict or aircraft position by controller. Controller appeared overworked -- too much traffic under his direction. Controller should have advised or traffic.

Narrative: PLT REQUESTED FROM CLE APCH DEV DUE TO TSTM HDG 330 DEGS APPROVED.
