Narrative:

We were level at 11000 ft MSL inbound to cvg VOR. We received a TA and were unable to identify the aircraft causing the advisory. TCASII indicated the traffic was 500 ft below our altitude and 5 mi at 12 O'clock. While I was looking for the aircraft the TCASII issued an RA and command to descend at approximately 3000-3500 FPM. After a descent of 800 ft TCASII issued a climb command. I did see an aircraft pass approximately 100 ft below and 500 ft to our left. The aircraft appeared to be a navy jet (orange and white). The controller at cvg approach was not aware of the traffic.

Title: ERRONEOUS TCASII RA SENDS ACR MLG IN EVASIVE ACTION DSCNT TO OCCUPIED ALT.

Narrative: WE WERE LEVEL AT 11000 FT MSL INBOUND TO CVG VOR. WE RECEIVED A TA AND WERE UNABLE TO IDENT THE ACFT CAUSING THE ADVISORY. TCASII INDICATED THE TFC WAS 500 FT BELOW OUR ALT AND 5 MI AT 12 O'CLOCK. WHILE I WAS LOOKING FOR THE ACFT THE TCASII ISSUED AN RA AND COMMAND TO DSND AT APPROX 3000-3500 FPM. AFTER A DSCNT OF 800 FT TCASII ISSUED A CLB COMMAND. I DID SEE AN ACFT PASS APPROX 100 FT BELOW AND 500 FT TO OUR L. THE ACFT APPEARED TO BE A NAVY JET (ORANGE AND WHITE). THE CTLR AT CVG APCH WAS NOT AWARE OF THE TFC.
