Narrative:
Copilot flying, captain working radios. Cleared to 4000 ft on a 130 degree heading for the ILS runway 18R clt. Cleared to intercept localizer. At approximately 12 NM from clt and descending through 4200 ft MSL controller issued an immediate climb to 4600 ft and stated that a cessna citation at 10 O'clock position on the ILS to runway 18L had us in sight. An immediate climb to 4600 ft was initiated. At 4500 ft controller stated cleared ILS approach to runway 18R. TCASII issued a TA for an aircraft 700 ft below us at that position. Aircraft was then picked up visually. Captain had acknowledged initial altitude clearance of 4000 ft MSL. Copilot set 4000 ft in altitude alerter and both pilots pointed and acknowledged with standard air carrier procedures. Recommend that pilots be notified in advance when 'simultaneous' approachs area in progress. The ATIS at clt had only stated ILS runways 18L and 18R, and localizer back course runway 23. Also, specific approach plates should be established for 'simultaneous' approachs, as they are for 'converging.'
Original NASA ASRS Text
Title: THE CTLR, ON THE POSSIBILITY OF LTSS, REVISED THE RPTR'S LOWER ASSIGNED ALT TEMPORARILY.
Narrative: COPLT FLYING, CAPT WORKING RADIOS. CLRED TO 4000 FT ON A 130 DEG HDG FOR THE ILS RWY 18R CLT. CLRED TO INTERCEPT LOC. AT APPROX 12 NM FROM CLT AND DSNDING THROUGH 4200 FT MSL CTLR ISSUED AN IMMEDIATE CLB TO 4600 FT AND STATED THAT A CESSNA CITATION AT 10 O'CLOCK POS ON THE ILS TO RWY 18L HAD US IN SIGHT. AN IMMEDIATE CLB TO 4600 FT WAS INITIATED. AT 4500 FT CTLR STATED CLRED ILS APCH TO RWY 18R. TCASII ISSUED A TA FOR AN ACFT 700 FT BELOW US AT THAT POS. ACFT WAS THEN PICKED UP VISUALLY. CAPT HAD ACKNOWLEDGED INITIAL ALT CLRNC OF 4000 FT MSL. COPLT SET 4000 FT IN ALT ALERTER AND BOTH PLTS POINTED AND ACKNOWLEDGED WITH STANDARD ACR PROCS. RECOMMEND THAT PLTS BE NOTIFIED IN ADVANCE WHEN 'SIMULTANEOUS' APCHS AREA IN PROGRESS. THE ATIS AT CLT HAD ONLY STATED ILS RWYS 18L AND 18R, AND LOC BC RWY 23. ALSO, SPECIFIC APCH PLATES SHOULD BE ESTABLISHED FOR 'SIMULTANEOUS' APCHS, AS THEY ARE FOR 'CONVERGING.'
