Narrative:
Light aircraft departed off of runway 18 without making a radio call, after tower was closed. We taxied into position for takeoff on runway 36 (opposite) after making a radio transmission, then we noticed the light sel aircraft upwind about 300-400 ft above and slightly in front of us. GA pilots should pay more attention to proper radio procedures and the aim for uncontrolled airport procedures.

Title: AN SMA FAILED TO ANNOUNCE HIS DEP INTENTIONS AND PROCS.
Narrative: LIGHT ACFT DEPARTED OFF OF RWY 18 WITHOUT MAKING A RADIO CALL, AFTER TWR WAS CLOSED. WE TAXIED INTO POS FOR TKOF ON RWY 36 (OPPOSITE) AFTER MAKING A RADIO XMISSION, THEN WE NOTICED THE LIGHT SEL ACFT UPWIND ABOUT 300-400 FT ABOVE AND SLIGHTLY IN FRONT OF US. GA PLTS SHOULD PAY MORE ATTN TO PROPER RADIO PROCS AND THE AIM FOR UNCTLED ARPT PROCS.
