Narrative:
Problem: aircraft conflict on active runway 2/20 (pdx). Discovery: exiting and turning right onto runway 2/20 after landing on runway 28L. Contributing factors: pdx airport using 2 intersecting runways for arrs and departures. High volume traffic in area. Limited separation of arrival traffic operating to both runways. No alert or request, by tower, of our flight xy to hold short of or exit short of runway 2/20 prior to landing runway 28L. Attempted communications with flight xy during our landing roll. Note: there is a very high noise level in the dc-8 cockpit during rollout while reversing thrust for braking the aircraft, making reception and understanding of tower instruction poor, at best, for a short period of time. Corrective action: stopped through onto runway 2/20, and turned back onto runway 28L to exit past runway 2/20 at taxiway B2. Traffic on final to runway 20 executed a missed approach and go around. Aircraft landing runway 28L, after flight xy also executed a go around. Result of conflict: there was no accident or injuries as a result of the conflict. Crew perception: area traffic volume was such that operations on 2 intersecting runways was greater than should have been allowed. Also ATC appears to be unaware of landing length requirements of heavy type aircraft. Also there was a perceived attempt by tower to correct a possible traffic conflict at last possible moment.
Original NASA ASRS Text
Title: ACFT INCURSION ONTO ACTIVE RWY.
Narrative: PROB: ACFT CONFLICT ON ACTIVE RWY 2/20 (PDX). DISCOVERY: EXITING AND TURNING R ONTO RWY 2/20 AFTER LNDG ON RWY 28L. CONTRIBUTING FACTORS: PDX ARPT USING 2 INTERSECTING RWYS FOR ARRS AND DEPS. HIGH VOLUME TFC IN AREA. LIMITED SEPARATION OF ARR TFC OPERATING TO BOTH RWYS. NO ALERT OR REQUEST, BY TWR, OF OUR FLT XY TO HOLD SHORT OF OR EXIT SHORT OF RWY 2/20 PRIOR TO LNDG RWY 28L. ATTEMPTED COMS WITH FLT XY DURING OUR LNDG ROLL. NOTE: THERE IS A VERY HIGH NOISE LEVEL IN THE DC-8 COCKPIT DURING ROLLOUT WHILE REVERSING THRUST FOR BRAKING THE ACFT, MAKING RECEPTION AND UNDERSTANDING OF TWR INSTRUCTION POOR, AT BEST, FOR A SHORT PERIOD OF TIME. CORRECTIVE ACTION: STOPPED THROUGH ONTO RWY 2/20, AND TURNED BACK ONTO RWY 28L TO EXIT PAST RWY 2/20 AT TXWY B2. TFC ON FINAL TO RWY 20 EXECUTED A MISSED APCH AND GAR. ACFT LNDG RWY 28L, AFTER FLT XY ALSO EXECUTED A GAR. RESULT OF CONFLICT: THERE WAS NO ACCIDENT OR INJURIES AS A RESULT OF THE CONFLICT. CREW PERCEPTION: AREA TFC VOLUME WAS SUCH THAT OPS ON 2 INTERSECTING RWYS WAS GREATER THAN SHOULD HAVE BEEN ALLOWED. ALSO ATC APPEARS TO BE UNAWARE OF LNDG LENGTH REQUIREMENTS OF HVY TYPE ACFT. ALSO THERE WAS A PERCEIVED ATTEMPT BY TWR TO CORRECT A POSSIBLE TFC CONFLICT AT LAST POSSIBLE MOMENT.
