Narrative:
ARTS 3.06 problems. The conflict alert and low altitude alert portion of the ARTS at stl tower are not functioning correctly. On numerous occasions the 'conflict alert' or 'low altitude' flashes on the BRITE with no associated aural alarm. At other times the aural alarm goes off for no apparent reason. When the BRITE scope is expanded out the aircraft causing the aural alarm has been found to be 15-20 mi from stl, this aircraft is being worked by the TRACON. This condition started with the installation of A3.06. Callback conversation with reporter revealed the following information: reporter stated problems with the new ARTS program 3.06 have been corrected.

Title: ATC EQUIP PROB RADAR. NEW ARTS PROGRAM 3 PT 06 GIVES NO AURAL ALARM WITH LOW ALT ALERTS OR CONFLICT ALERTS.
Narrative: ARTS 3.06 PROBS. THE CONFLICT ALERT AND LOW ALT ALERT PORTION OF THE ARTS AT STL TWR ARE NOT FUNCTIONING CORRECTLY. ON NUMEROUS OCCASIONS THE 'CONFLICT ALERT' OR 'LOW ALT' FLASHES ON THE BRITE WITH NO ASSOCIATED AURAL ALARM. AT OTHER TIMES THE AURAL ALARM GOES OFF FOR NO APPARENT REASON. WHEN THE BRITE SCOPE IS EXPANDED OUT THE ACFT CAUSING THE AURAL ALARM HAS BEEN FOUND TO BE 15-20 MI FROM STL, THIS ACFT IS BEING WORKED BY THE TRACON. THIS CONDITION STARTED WITH THE INSTALLATION OF A3.06. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED PROBS WITH THE NEW ARTS PROGRAM 3.06 HAVE BEEN CORRECTED.
