Narrative:

We are able to receive and occasionally transmit to aircraft operating with ind ATCT, both towers local control frequencys are 120.9. We had ind air traffic over-riding aircraft operating within dpa airspace. On numerous occasions we had to wait until the ind traffic stopped transmitting before we issued control instructions to our aircraft, otherwise we would just have to retransmit due to frequency congestion. Numerous aircraft commented that they heard a lot of other aircraft on the frequency. A possible solution: change tower frequency to something else.
