Narrative:
An air carrier flight landing raleigh and being vectored for spacing came within 4-5 mi of a saberliner N265 that was climbing out of norfolk. The sector was very busy at the time with numerous overlapping data blocks. Due to the number of aircraft we ran out of places to put the data blocks and didn't see the situation developing. Supplemental information from acn 279932: I descended air carrier a through cpr B. When I recognized altitude separation might be lost, I tried to vector but I was unsuccessful.

Title: OPERROR -- LOSS OF STANDARD SEPARATION BTWN ACR A AND CPR B.
Narrative: AN ACR FLT LNDG RALEIGH AND BEING VECTORED FOR SPACING CAME WITHIN 4-5 MI OF A SABERLINER N265 THAT WAS CLBING OUT OF NORFOLK. THE SECTOR WAS VERY BUSY AT THE TIME WITH NUMEROUS OVERLAPPING DATA BLOCKS. DUE TO THE NUMBER OF ACFT WE RAN OUT OF PLACES TO PUT THE DATA BLOCKS AND DIDN'T SEE THE SIT DEVELOPING. SUPPLEMENTAL INFO FROM ACN 279932: I DSNDED ACR A THROUGH CPR B. WHEN I RECOGNIZED ALT SEPARATION MIGHT BE LOST, I TRIED TO VECTOR BUT I WAS UNSUCCESSFUL.
