Narrative:
On radar vectors to 12336 at dca. Left downwind, vectors 098 degrees. As we were given a turn to intercept the localizer, TCASII alert, red target approximately 3 mi, 200 ft below, 12 O'clock, opposite direction. RA -- 'climb, climb.' we followed the RA, altitude excursion of 500 ft. Notified dca approach, who told us the traffic was being vectored behind us. Vectors by this controller were late and imprecise throughout the approach. The explanation was delivered by a different voice. Training?

Narrative: ON RADAR VECTORS TO 12336 AT DCA. L DOWNWIND, VECTORS 098 DEGS. AS WE WERE GIVEN A TURN TO INTERCEPT THE LOC, TCASII ALERT, RED TARGET APPROX 3 MI, 200 FT BELOW, 12 O'CLOCK, OPPOSITE DIRECTION. RA -- 'CLB, CLB.' WE FOLLOWED THE RA, ALT EXCURSION OF 500 FT.
