Narrative:

I took off from cincinnati west (ict) to pkb and entered TCA on IFR. Void time off I67. I noticed zero charge on ammeter. Shortly lost all electric. Used handheld radio to re-establish communication with ATC. ATC declared emergency. Vectored me to final approach at lunken (luk). I descended along on course and broke out above minimums and landed without incident. Discovered alternator belt broken -- was intact at I67.
