Narrative:

Upon receiving our WX for mwh there were no NOTAMS noted. We arrived at mwh to pick up a critical patient to find that all normal landing runways had maintenance going on with approximately 4651 ft of runway remaining, which was not enough for existing conditions. After conversing with the tower, the controller asked if we would consider using runway 18 plus the adjoining taxiway which would give us more than 7500 ft of usable runway. This is what we did for both landing and takeoff. The tower had a ground vehicle drive the runway and taxiway to confirm that it was indeed clear and safe. Runway 18 is a portion of taxiway 'C' that was redesignated a runway. The composition of runway 18 and taxiway 'C' is the same. After conversing with far FSDO it was deemed that a taxiway could not be authorized for a 135 operation.

Title: LIFEGUARD FLT LANDS ON PARTIAL TXWY RWY WITH TWR APPROVAL WHEN ARRIVING TO CLOSED RWYS.

Narrative: UPON RECEIVING OUR WX FOR MWH THERE WERE NO NOTAMS NOTED. WE ARRIVED AT MWH TO PICK UP A CRITICAL PATIENT TO FIND THAT ALL NORMAL LNDG RWYS HAD MAINT GOING ON WITH APPROX 4651 FT OF RWY REMAINING, WHICH WAS NOT ENOUGH FOR EXISTING CONDITIONS. AFTER CONVERSING WITH THE TWR, THE CTLR ASKED IF WE WOULD CONSIDER USING RWY 18 PLUS THE ADJOINING TXWY WHICH WOULD GIVE US MORE THAN 7500 FT OF USABLE RWY. THIS IS WHAT WE DID FOR BOTH LNDG AND TKOF. THE TWR HAD A GND VEHICLE DRIVE THE RWY AND TXWY TO CONFIRM THAT IT WAS INDEED CLR AND SAFE. RWY 18 IS A PORTION OF TXWY 'C' THAT WAS REDESIGNATED A RWY. THE COMPOSITION OF RWY 18 AND TXWY 'C' IS THE SAME. AFTER CONVERSING WITH FAR FSDO IT WAS DEEMED THAT A TXWY COULD NOT BE AUTHORIZED FOR A 135 OP.
