Narrative:

We were inbound to dulles heading 150 degrees (iad) approximately 15 mi away and at 11000 ft. Approach (120.45) gave us a descent to 5000 ft. At approximately 10500 ft we got a TCASII warning of traffic and it showed traffic at our 1 O'clock position 700 ft below. TCASII told us to climb. We stopped/shallowed our descent and started a slow left turn. When we saw the traffic, it was a king air and passed above us by no more than 300 ft. Traffic was never called by approach and it's a good thing we didn't climb, because in my opinion, we would have climbed into the traffic. The aircraft and I wouldn't be writing this report. I questioned approach about the aircraft and she said it was VFR and just popped up.

Title: MLG ON DSCNT WITHIN CLASS B AIRSPACE HAS NMAC WITH SMT.

AT APPROX 10500 FT WE GOT A TCASII WARNING OF TFC AND IT SHOWED TFC AT OUR 1 O'CLOCK POS 700 FT BELOW. TCASII TOLD US TO CLB. WE STOPPED/SHALLOWED OUR DSCNT AND STARTED A SLOW L TURN. WHEN WE SAW THE TFC, IT WAS A KING AIR AND PASSED ABOVE US BY NO MORE THAN 300 FT. TFC WAS NEVER CALLED BY APCH AND IT'S A GOOD THING WE DIDN'T CLB, BECAUSE IN MY OPINION, WE WOULD HAVE CLBED INTO THE TFC. THE ACFT AND I WOULDN'T BE WRITING THIS RPT. I QUESTIONED APCH ABOUT THE ACFT AND SHE SAID IT WAS VFR AND JUST POPPED UP.
