Narrative:
After being cleared to land on runway 4 pah, a student pilot in a C150, failed to report entering the air traffic area and was told to make a right turn and follow my aircraft for runway 04, but failed to do so, and crossed above and in front of me on base to final runway 04.

Narrative: AFTER BEING CLRED TO LAND ON RWY 4 PAH, A STUDENT PLT IN A C150, FAILED TO RPT ENTERING THE ATA AND WAS TOLD TO MAKE A R TURN AND FOLLOW MY ACFT FOR RWY 04, BUT FAILED TO DO SO, AND CROSSED ABOVE AND IN FRONT OF ME ON BASE TO FINAL RWY 04.
