Narrative:
Air carrier X was at FL330 from mol southeast to fak. Uga Y (a learjet) was climbing out of FL340 to FL390. I noticed the lear was not climbing very good. I told air carrier X to descend to FL290 then told the lear to expedite climb. Then turned the air carrier X and he asked if he was given a descent clearance.

Narrative: ACR X WAS AT FL330 FROM MOL SE TO FAK. UGA Y (A LEARJET) WAS CLBING OUT OF FL340 TO FL390. I NOTICED THE LEAR WAS NOT CLBING VERY GOOD. I TOLD ACR X TO DSND TO FL290 THEN TOLD THE LEAR TO EXPEDITE CLB. THEN TURNED THE ACR X AND HE ASKED IF HE WAS GIVEN A DSCNT CLRNC.
