Narrative:
During climb ATC said maintain 14000 ft, traffic 12 O'clock 12 mi, 727 descending to 15000 ft. Approaching 13000 ft TCASII said 'climb, crossing climb.' indicator showed target 12 O'clock a little more than 2 mi, 1000 ft above and descending. Thinking this was the 727 I elected to reduce the climb rate expecting the RA to cancel. We were slightly below a broken layer. The TCASII target was slightly right of the nose so I started a left turn. A twin turbo propeller (cheyenne?) popped out of the clouds, passed about 1/2 mi off our right side, at our altitude. ATC never said a word. I have read of similar sits, ie, 2 aircraft 1 climbing, 1 descending, where TCASII RA caused both to perform altitude busts. That's why I elected to reduce the climb rather than increase it.
Original NASA ASRS Text
Title: FLC OF MLG RESPONDED TO A TCASII RA BY TURNING AND THEN OBSERVED ANOTHER ACFT DSNDING OUT OF AN OVCST.
Narrative: DURING CLB ATC SAID MAINTAIN 14000 FT, TFC 12 O'CLOCK 12 MI, 727 DSNDING TO 15000 FT. APCHING 13000 FT TCASII SAID 'CLB, XING CLB.' INDICATOR SHOWED TARGET 12 O'CLOCK A LITTLE MORE THAN 2 MI, 1000 FT ABOVE AND DSNDING. THINKING THIS WAS THE 727 I ELECTED TO REDUCE THE CLB RATE EXPECTING THE RA TO CANCEL. WE WERE SLIGHTLY BELOW A BROKEN LAYER. THE TCASII TARGET WAS SLIGHTLY R OF THE NOSE SO I STARTED A L TURN. A TWIN TURBO PROP (CHEYENNE?) POPPED OUT OF THE CLOUDS, PASSED ABOUT 1/2 MI OFF OUR R SIDE, AT OUR ALT. ATC NEVER SAID A WORD. I HAVE READ OF SIMILAR SITS, IE, 2 ACFT 1 CLBING, 1 DSNDING, WHERE TCASII RA CAUSED BOTH TO PERFORM ALT BUSTS. THAT'S WHY I ELECTED TO REDUCE THE CLB RATHER THAN INCREASE IT.
