Narrative:
In sum: a partial power loss was noticed after lift-off following a touch and go landing. The reporter was a student pilot. A return around the pattern with marginal power and altitude to a successful landing was made. The problem was carburetor heat baffle interfered with the carburetor air intake.

Title: STUDENT PLT EXPERIENCES PARTIAL PWR LOSS ON TKOF. CONFESSES TO TWR HE HAS A PROB, AND WHAT IT IS, AND SUCCESSFULLY COMPLETES THE CIRCUIT AND SAFELY LANDS THE AIRPLANE.
