Narrative:
Cpr X and cpr Y (10 mi in trail) were descending into cvo airport from southeast of eug VORTAC nwbound. A primary target was swbound form 10 mi northeast of eug VORTAC. Cpr X was converging with the primary and got him in sight about 3 mi northeast of the eug VOR, altitude estimated at 8500 ft. Cpr X was at 9000 ft cpr Y was advised and slowed his descent. Cpr Y and the primary merged over the eug VORTAC. Cpr Y leveled at 10000 ft and estimated the traffic at 9500 when he got him in sight as the target crossed under him. The target had intermittent position lights. The eug tower had the target in sight and confirmed no lights at times. Cpr X said he would not have seen the traffic with no lights. Target had no transponder and never called ZSE center or eug approach.

Title: INTERMITTENT NAV LIGHTS.
Narrative: CPR X AND CPR Y (10 MI IN TRAIL) WERE DSNDING INTO CVO ARPT FROM SE OF EUG VORTAC NWBOUND. A PRIMARY TARGET WAS SWBOUND FORM 10 MI NE OF EUG VORTAC. CPR X WAS CONVERGING WITH THE PRIMARY AND GOT HIM IN SIGHT ABOUT 3 MI NE OF THE EUG VOR, ALT ESTIMATED AT 8500 FT. CPR X WAS AT 9000 FT CPR Y WAS ADVISED AND SLOWED HIS DSCNT. CPR Y AND THE PRIMARY MERGED OVER THE EUG VORTAC. CPR Y LEVELED AT 10000 FT AND ESTIMATED THE TFC AT 9500 WHEN HE GOT HIM IN SIGHT AS THE TARGET CROSSED UNDER HIM. THE TARGET HAD INTERMITTENT POS LIGHTS. THE EUG TWR HAD THE TARGET IN SIGHT AND CONFIRMED NO LIGHTS AT TIMES. CPR X SAID HE WOULD NOT HAVE SEEN THE TFC WITH NO LIGHTS. TARGET HAD NO XPONDER AND NEVER CALLED ZSE CTR OR EUG APCH.
