Narrative:
While acting as safety pilot I permitted the PF (under hood) to enter class 'D' airspace without first establishing 2-WAY radio contact with tower. Lear jet departing runway 9 turned left in front of us. Visual scanning and landing lights helped recognize situation and avoid. Had I been on tower frequency when I should have been, we would not have had this incident.

Title: PLT OF A SMA FAILED TO CONTACT TWR AT THE FINAL APCH FIX DURING APCH RESULTING IN A CONFLICT WITH A DEPARTING LEAR JET.
Narrative: WHILE ACTING AS SAFETY PLT I PERMITTED THE PF (UNDER HOOD) TO ENTER CLASS 'D' AIRSPACE WITHOUT FIRST ESTABLISHING 2-WAY RADIO CONTACT WITH TWR. LEAR JET DEPARTING RWY 9 TURNED L IN FRONT OF US. VISUAL SCANNING AND LNDG LIGHTS HELPED RECOGNIZE SIT AND AVOID. HAD I BEEN ON TWR FREQ WHEN I SHOULD HAVE BEEN, WE WOULD NOT HAVE HAD THIS INCIDENT.
