Narrative:
On taxi out from bfm after extensive maintenance. Aircraft failed the 'before takeoff control ok.' we asked and relieved permission from ground control to make a left turn to return to the ramp. During left turn we were later informed our idle thrust damaged a twin cessna on our right. Aircraft was parked on the fixed base ramp closest to the taxiway. Damage was confined to the rudder. The cessna did not have gust lucks installed. This is a former military base that now does a lot of heavy maintenance on large aircraft. They need to provide some more space between heavy and light parking.
