Narrative:
Cpr X was on frequency level at FL220. Cpr Y checked on frequency at FL240 and given clearance to FL230. Cpr Y was then advised of the similar call signs. Both aircraft were landing at clt and needed to cross the ZDC/ZTL boundary at 16000 ft. Cpr X was given a turn for spacing. He was later cleared to descend to 16000 ft. Y took the clearance for descent. I noticed Y altitude readout at 21600 and questioned pilot about his clearance. He stated he'd took the clearance and read back for it.

Title: SIMILAR NUMBERS CPR Y TOOK CPR X CLRNC DSCNT THROUGH OCCUPIED ALT HAD LTSS FROM X. SYS ERROR.
Narrative: CPR X WAS ON FREQ LEVEL AT FL220. CPR Y CHKED ON FREQ AT FL240 AND GIVEN CLRNC TO FL230. CPR Y WAS THEN ADVISED OF THE SIMILAR CALL SIGNS. BOTH ACFT WERE LNDG AT CLT AND NEEDED TO CROSS THE ZDC/ZTL BOUNDARY AT 16000 FT. CPR X WAS GIVEN A TURN FOR SPACING. HE WAS LATER CLRED TO DSND TO 16000 FT. Y TOOK THE CLRNC FOR DSCNT. I NOTICED Y ALT READOUT AT 21600 AND QUESTIONED PLT ABOUT HIS CLRNC. HE STATED HE'D TOOK THE CLRNC AND READ BACK FOR IT.
