Narrative:
Taxi-out pensacola door lights out. After taking runway and during takeoff roll at approximately 100 KTS, forward cargo light illuminated...elected to continue due to runway length. Once airborne it was evident door did not seal and in fact was open as aircraft did not pressurize. Returned to pensacola to find cargo door open and some luggage had fallen on runway during takeoff. The station personnel had failed to close and lock door prior to departure. A company policy requires a walk-around inspection to check doors and panels closed. The lack of a walk around coupled with an intermittent door light indicating system set this incident in motion. The push to make a scheduled departure associated with the hurried ground personnel undoubtedly resulted in a missed final-walk-around. Hence an uneventful air-turn-back that could have resulted in engine damage wheels etc. Recommendations: follow company procedures!
