Narrative:
Aircraft was at 3000 ft MSL, 050 degree heading. Norfolk approach states 'turn left immediately to 360 degree heading. Pop up target 12 O'clock same altitude.' as I started the turn, a cessna 150 passed our right wing at the same altitude and less than 500 ft horizontal. There was no aircraft damage, no injuries to 14 passenger. Controller stated that the cessna just turned on transponder.

Title: CAPT OF AN LTT WAS GIVEN AN EVASIVE ACTION TURN IN RESPONSE TO A 'POP UP' OF ANOTHER ACFT WHICH RESULTED IN A NMAC.
Narrative: ACFT WAS AT 3000 FT MSL, 050 DEG HDG. NORFOLK APCH STATES 'TURN L IMMEDIATELY TO 360 DEG HDG. POP UP TARGET 12 O'CLOCK SAME ALT.' AS I STARTED THE TURN, A CESSNA 150 PASSED OUR R WING AT THE SAME ALT AND LESS THAN 500 FT HORIZ. THERE WAS NO ACFT DAMAGE, NO INJURIES TO 14 PAX. CTLR STATED THAT THE CESSNA JUST TURNED ON XPONDER.
