Narrative:
This event happened while special rules were in effect at psp during a convention. I was talking to clearance delivery attempting to get a clearance out of the TRSA when my propeller and spinner were hit by an aircraft that was proceeding sbound on taxiway east at a high rate of speed. I had one hand on the push-to-talk switch and the other was holding pencil to copy clearance. I was barely able to 'duck.' I assume that the aircraft was attempting to change runways. Initially, aircraft were departing on runway 13L. Fortunately, when I pulled my aircraft off gravel onto black top, I had 'cocked' angle of aircraft slightly to proceed to takeoff end of runway 13L. The other aircraft passed up taxiing to runway 13L, when the runway direction was changed to runway 31R he taxied back. Probably unhappy about going back to where he started from the left tip of his wing ht my spinner/propeller but the angle was such that essentially no damage was caused! Since I was talking to clearance at the time, I reported event and he was able to contact other aircraft (to inspect for possible damage). Airport police took statements, got mechanic to look at aircraft, etc. Due to special procedures, parking was permitted on taxiway east and no requirement for talking to ground was necessary for taxiing. Question is how to avoid situation in first place? Wind was 'light' maybe aircraft could have departed on runway 13R safely and not have to taxi a long way back.

Title: MINOR TAXI ACCIDENT.
Narrative: THIS EVENT HAPPENED WHILE SPECIAL RULES WERE IN EFFECT AT PSP DURING A CONVENTION. I WAS TALKING TO CLRNC DELIVERY ATTEMPTING TO GET A CLRNC OUT OF THE TRSA WHEN MY PROP AND SPINNER WERE HIT BY AN ACFT THAT WAS PROCEEDING SBOUND ON TXWY E AT A HIGH RATE OF SPD. I HAD ONE HAND ON THE PUSH-TO-TALK SWITCH AND THE OTHER WAS HOLDING PENCIL TO COPY CLRNC. I WAS BARELY ABLE TO 'DUCK.' I ASSUME THAT THE ACFT WAS ATTEMPTING TO CHANGE RWYS. INITIALLY, ACFT WERE DEPARTING ON RWY 13L. FORTUNATELY, WHEN I PULLED MY ACFT OFF GRAVEL ONTO BLACK TOP, I HAD 'COCKED' ANGLE OF ACFT SLIGHTLY TO PROCEED TO TKOF END OF RWY 13L. THE OTHER ACFT PASSED UP TAXIING TO RWY 13L, WHEN THE RWY DIRECTION WAS CHANGED TO RWY 31R HE TAXIED BACK. DUE TO SPECIAL PROCS, PARKING WAS PERMITTED ON TXWY E AND NO REQUIREMENT FOR TALKING TO GND WAS NECESSARY FOR TAXIING. QUESTION IS HOW TO AVOID SIT IN FIRST PLACE?
