Narrative:
I fly to this airport usually 2 times a week and am familiar with the area. I was flying the localizer 16 in heavy fog. There are no approach lights. I had visual contact with the ground at 200 ft. When I saw the runway I was 100 ft right over the approach apron. I told ATC I had the runway and was landing. I had not allowed for the 8 KT tailwind, which was increasing during the approach. I was unable to slow enough for touchdown and the controller gave me a go around. I executed the missed approach and was vectored for the approach again. This time I shot the approach at 80 KIAS and again was right of the runway. I cut power, corrected to the centerline and put in 30 degree flaps. I was in ground effect at the middle of the runway. I did not want to force the landing and waited for the aircraft to settle. The tailwind was at least 10 KTS. I touched down 1000 ft from the end of runway 16 and safely stopped by the end. Airspeed at touchdown was 40-50 KTS. I continued this landing because I knew this aircraft would slow and stop quickly when it touched down. Approach lights for this localizer approach would have solved this problem. This is the only instrument runway at this airport.

Title: AFTER BREAKING OUT BELOW MINIMUMS ON A LOC NON PRECISION APCH THE RPTR HAD TO GAR BECAUSE OF EXCESS SPD AND A TAILWIND AND ELECTED TO REPEAT ANOTHER BELOW MINIMUMS APCH WITH A TAILWIND ON LNDG.
Narrative: I FLY TO THIS ARPT USUALLY 2 TIMES A WK AND AM FAMILIAR WITH THE AREA. I WAS FLYING THE LOC 16 IN HVY FOG. THERE ARE NO APCH LIGHTS. I HAD VISUAL CONTACT WITH THE GND AT 200 FT. WHEN I SAW THE RWY I WAS 100 FT RIGHT OVER THE APCH APRON. I TOLD ATC I HAD THE RWY AND WAS LNDG. I HAD NOT ALLOWED FOR THE 8 KT TAILWIND, WHICH WAS INCREASING DURING THE APCH.
