Narrative:
Taxied out, takeoff delayed due sequencing departing and arriving aircraft. Cleared for takeoff, advanced throttles got confign warning -- discovered flaps up. Aborted takeoff, taxied back, advised company and took off. We had not done the before takeoff check. Additionally, the first officer had responded incorrectly to an item on the after start checklist that did not require a captain's response although he/I should have been verifying. I feel 2 man cockpit a factor. Callback conversation with reporter revealed the following information: any comment on how the flaps got forgotten? We did not forget the flaps as much as we forgot the checklist! The before takeoff checklist is 4 items: flaps, squawk, lights and TCASII. Only the flaps portion is challenge and response as the squawk, light and TCASII are done by the first officer without a response required from the captain. The after start checklist also has flaps on it, but that checklist is run unilaterally by the reader which is the first officer and the captain has no responses for that checklist. Were there any distrs? Only that the taxi out from the gate was very short and the wait for takeoff was very long and we were concerned about the schedule and the delay on this VFR day. What kind of checklist do you use and do you think there is a better way. We use a card which the first officer reads from and I believe that a mechanical checklist would be more effective in avoiding missing items. Do you trade legs? Yes, but we do not trade seats and most of the capts leave the reading of the checklist to the first officer on departure and arrival taxi phases. Are you new to the airplane or seat? I have been in this aircraft for less than a yr and, though the first officer has yrs of experience, I believe he also is less than a yr in this aircraft. Were you tired? No. Not that I noticed.

Narrative: TAXIED OUT, TKOF DELAYED DUE SEQUENCING DEPARTING AND ARRIVING ACFT. CLRED FOR TKOF, ADVANCED THROTTLES GOT CONFIGN WARNING -- DISCOVERED FLAPS UP. YES, BUT WE DO NOT TRADE SEATS AND MOST OF THE CAPTS LEAVE THE READING OF THE CHKLIST TO THE FO ON DEP AND ARR TAXI PHASES. ARE YOU NEW TO THE AIRPLANE OR SEAT? I HAVE BEEN IN THIS ACFT FOR LESS THAN A YR AND, THOUGH THE FO HAS YRS OF EXPERIENCE, I BELIEVE HE ALSO IS LESS THAN A YR IN THIS ACFT. WERE YOU TIRED? NO. NOT THAT I NOTICED.
