Narrative:

Hydraulic pump failure at gear-up selection -- both left and right pump indicators were zero along with main and emergency accumulators were zero. Main gear indicators were red- nose gear indication was green. Flap indication was 10 degrees, however, handle position was selected up -- zero position. Declared an emergency and returned back to iad. Completed all emergency procedures and pumped gear down. Returned and landing at iad proceeded with emergency evacuation. No injuries.

Title: RPTR LOST HYD PWR WITH MAIN AND EMER AND ACCUMULATORS SO THAT AN EMER WAS DECLARED. THE GEAR WAS HAND-PUMPED TO EXTEND AND PAX WERE EVACED AFTER LNDG.

MAIN GEAR INDICATORS WERE RED- NOSE GEAR INDICATION WAS GREEN. FLAP INDICATION WAS 10 DEGS, HOWEVER, HANDLE POS WAS SELECTED UP -- ZERO POS. DECLARED AN EMER AND RETURNED BACK TO IAD. COMPLETED ALL EMER PROCS AND PUMPED GEAR DOWN. RETURNED AND LNDG AT IAD PROCEEDED WITH EMER EVACUATION. NO INJURIES.
