Narrative:
My flying club subscribes to the class ii NOTAMS. Delivery is usually late. In early nov/94 I was planning an IFR flight and the club's latest had expired in oct/94. I called the new york FSS and they didn't have a current edition either. I was forced to make an IFR flight using only distant NOTAMS and the airport facilities directory. Far 91.103 states that all available information must be used when planning a flight. Recommendation: make class ii NOTAMS available through computer distribution just like fdc and distant NOTAMS. Should also be available on duats. Callback conversation with reporter revealed the following information: reporter states his major concern was for the fdc NOTAMS since he was on an IFR flight plan and would have no knowledge of a VOR OTS or any other NAVAID problems. Analyst suggested he use the hotline and that the flying club write to the address of the subscription to complain of the late service.

Title: PLT UNABLE TO GET CURRENT NOTAMS WHEN PREPARING FOR AN IFR FLT.
Narrative: MY FLYING CLUB SUBSCRIBES TO THE CLASS II NOTAMS. DELIVERY IS USUALLY LATE. IN EARLY NOV/94 I WAS PLANNING AN IFR FLT AND THE CLUB'S LATEST HAD EXPIRED IN OCT/94.
