Narrative:
I had a transponder failure in-flight. Psp approach informed me that it was not working. In my continuing flight through ontario class 'C' airspace, wbound -- after being told by ontario that they likewise did not see any transponder signature, told me to stay out of class 'C' airspace. I had requested permission to go through the area but was denied same. I was delivering a passenger to el monte airport and had to deviation around the class 'C' airspace, and penetrated the 30 mi mode 'C' veil. I thought that the provisions of far 91.215 required no advance notification -- but I was nonetheless denied percussion to travel through the airspace. I inadvertently penetrated the 30 mi veil and should have called southern ca approach to inform them of my transponder failure. En route to john wayne airport to get the transponder fixed. I did get permission from southern ca approach to land at john wayne in the santa ana class 'C.' an earlier call to southern ca approach should have been made. The transponder has now been repaired and returned to service.

Title: XPONDER FAILURE.
Narrative: I HAD A XPONDER FAILURE INFLT. PSP APCH INFORMED ME THAT IT WAS NOT WORKING. IN MY CONTINUING FLT THROUGH ONTARIO CLASS 'C' AIRSPACE, WBOUND -- AFTER BEING TOLD BY ONTARIO THAT THEY LIKEWISE DID NOT SEE ANY XPONDER SIGNATURE, TOLD ME TO STAY OUT OF CLASS 'C' AIRSPACE. I HAD REQUESTED PERMISSION TO GO THROUGH THE AREA BUT WAS DENIED SAME. I WAS DELIVERING A PAX TO EL MONTE ARPT AND HAD TO DEV AROUND THE CLASS 'C' AIRSPACE, AND PENETRATED THE 30 MI MODE 'C' VEIL.
