Narrative:
Aircraft was dispatched with pass service units over 6 seats inoperative. Upon receiving aircraft in clt for flight tpa-fnn. Another possible problem involving the auxiliary fuel transfer switches was discovered. This required maintenance to remove aircraft logbook during preflight of the aircraft. The release had noted the MEL but no verbiage or explanation about which seats. We were aware of row 16 a, B, C, but not D, east, F because we didn't have the logbook. Flight took off for tpa and upon descent. Discovered seats D, east, F were also without passenger service units (D2). We continued into tpa without incident. The MEL was discovered to include seats 16 D, east, F when logbook was filled out on our descent. This could easily have been avoided if full description of MEL was included on dispatch release as company policy used to be. Having only the release to reference MEL's without actual MEL as entered in logbook because maintenance had logbook led to problem.
Original NASA ASRS Text
Title: FLC DID NOT KNOW THAT 3 PAX SEATS IN THE CABIN WERE WITHOUT OXYGEN IN THE PAX SVC UNITS IN THAT THE CREW DID NOT REVIEW THE MAINT LOGBOOK PRIOR TO DEP.
Narrative: ACFT WAS DISPATCHED WITH PASS SVC UNITS OVER 6 SEATS INOP. UPON RECEIVING ACFT IN CLT FOR FLT TPA-FNN. ANOTHER POSSIBLE PROB INVOLVING THE AUX FUEL TRANSFER SWITCHES WAS DISCOVERED. THIS REQUIRED MAINT TO REMOVE ACFT LOGBOOK DURING PREFLT OF THE ACFT. THE RELEASE HAD NOTED THE MEL BUT NO VERBIAGE OR EXPLANATION ABOUT WHICH SEATS. WE WERE AWARE OF ROW 16 A, B, C, BUT NOT D, E, F BECAUSE WE DIDN'T HAVE THE LOGBOOK. FLT TOOK OFF FOR TPA AND UPON DSCNT. DISCOVERED SEATS D, E, F WERE ALSO WITHOUT PAX SVC UNITS (D2). WE CONTINUED INTO TPA WITHOUT INCIDENT. THE MEL WAS DISCOVERED TO INCLUDE SEATS 16 D, E, F WHEN LOGBOOK WAS FILLED OUT ON OUR DSCNT. THIS COULD EASILY HAVE BEEN AVOIDED IF FULL DESCRIPTION OF MEL WAS INCLUDED ON DISPATCH RELEASE AS COMPANY POLICY USED TO BE. HAVING ONLY THE RELEASE TO REF MEL'S WITHOUT ACTUAL MEL AS ENTERED IN LOGBOOK BECAUSE MAINT HAD LOGBOOK LED TO PROB.
