Narrative:
During a low level pass over a frozen lake, engine RPM dropped and could not be brought back up by use of throttle with 30 degree flaps and 100 ft AGL. A forced landing was executed. After taxiing to a hard snow-less area, full power was restored (fuel-line possible carburetor ice) a takeoff was attempted. During the takeoff I observed non sufficient airspeed, I then pulled back on the throttle in order to make a 180 degree and return to my starting point. At this point the left main gear and nose gear broke through the ice. Corrective actions may be to avoid low RPM. Flight in cold WX which was a possible factor to the loss of RPM. Corrective actions for breaking through the ice would be to walk the takeoff area better. If the ice is too thin, leave the plane where it sits till the ice gets thicker.
