Narrative:

Air carrier X level flight FL290 southwest of rdu eastbound was turned to a heading of 080 to go south of air carrier Y holding over rdu at FL290, 10 southwest of rdu air carrier Y sbound in holding at FL290 got within 5 mi of air carrier X. At first I thought air carrier X did not get the heading but he said he was flying 080 degrees. Another immediate turn to heading 120 degrees and descent to FL280 was given. Aircraft never turned but he did descend to FL280. Air carrier Y went to FL295 for a RA. Aircraft were 2.6 mi and 600 ft at closest point. At time I had 4 aircraft holding at rdu and numerous aircraft climbing off of altitude nebound.

AT FIRST I THOUGHT ACR X DID NOT GET THE HDG BUT HE SAID HE WAS FLYING 080 DEGS. ANOTHER IMMEDIATE TURN TO HDG 120 DEGS AND DSCNT TO FL280 WAS GIVEN. ACFT NEVER TURNED BUT HE DID DSND TO FL280. ACR Y WENT TO FL295 FOR A RA. ACFT WERE 2.6 MI AND 600 FT AT CLOSEST POINT. AT TIME I HAD 4 ACFT HOLDING AT RDU AND NUMEROUS ACFT CLBING OFF OF ALT NEBOUND.
