Narrative:
Runway 27L, right and 17 in use. Heavy traffic. I side stepped air carrier X over speeze inbound to runway 27R to land on runway 27L because there were 2 other aircraft in front of him on final and ground control needed to get traffic across on taxiway 'left.' I cleared uga over hyall to land on runway 17 and then determined I could get air carrier Y out on runway 17 ahead of him and between air carrier X inbound to runway 27L and another air carrier to runway 27R. With uga on a 1 1/2 mi final to runway 17 I cleared air carrier Y for takeoff, anticipating separation when his flight path would cross air carrier X's, after having told him, when I put him into position, that aircraft were on final to runway 27R and left. Air carrier Y appeared to pass behind air carrier X in the air to me but air carrier X claimed he flew over him. I reserve the right to change this statement if new information becomes available. Supplemental information from acn 290791: the WX was VFR and the wind was out of the west at less than 10 KTS. After completing after-start and taxi, before takeoff checklists, we were cleared into position for takeoff from runway 17 in the following fashion: (quotation is approximately) ' an air carrier Y cleared into position and hold runway 17, be ready for an immediate, traffic 2 mi final runway 17 and short final runway 27R.' as we rolled into position we completed 'takeoff final items 'checklist and before we had the aircraft in position we received the following clearance.' fly runway heading, cleared for immediate takeoff' (quote apr) we pwred up and the takeoff roll transpired normally. After rotation we pitched for normal climb attitude. At about 100 ft AGL I noticed a F-100 to my left and at approximately the same altitude and in relatively close proximity (and closing) a normal climb out would have provided clearance to preclude a collision, but I instinctively pitched higher than normal and we overflew the F-100 by approximately 300 ft. We continued the flight to gon without further incident. (I believe that in an attempt to keep traffic moving, the local controller misjudged the F-100's speed or distance and we were cleared for takeoff (or position and hold) too early).

FLY RWY HDG, CLRED FOR IMMEDIATE TKOF' (QUOTE APR) WE PWRED UP AND THE TKOF ROLL TRANSPIRED NORMALLY. AFTER ROTATION WE PITCHED FOR NORMAL CLB ATTITUDE. AT ABOUT 100 FT AGL I NOTICED A F-100 TO MY L AND AT APPROX THE SAME ALT AND IN RELATIVELY CLOSE PROX (AND CLOSING) A NORMAL CLBOUT WOULD HAVE PROVIDED CLRNC TO PRECLUDE A COLLISION, BUT I INSTINCTIVELY PITCHED HIGHER THAN NORMAL AND WE OVERFLEW THE F-100 BY APPROX 300 FT. WE CONTINUED THE FLT TO GON WITHOUT FURTHER INCIDENT.
