Narrative:
On dec/xx/94, I was PIC on B-777 operating under an experimental certificate. The test flown involved the passenger cabin environmental control system operating under full load. Boeing company personnel were assigned to this flight as test crewmembers to conduct these tests, the total number of persons on board was 196, all of whom were 'required for the purpose of the flight' in compliance with the limitations of the experimental certificate. The FAA has questioned that compliance. The correct number of trained personnel were assigned as flight attendants, and all doors were operational and equipped with slides, which had been tested previously. Although the flts occurred over a long work day, the flight crew remained within company established crew rest guidelines. Title: FAA CHALLENGES ACFT MANUFACTURER IN NON COMPLIANCE WITH PROVISIONS OF SPECIAL AIRWORTHINESS OPERATING LIMITATIONS.
Narrative: ON DEC/XX/94, I WAS PIC ON B-777 OPERATING UNDER AN EXPERIMENTAL CERTIFICATE. THE TEST FLOWN INVOLVED THE PAX CABIN ENVIRONMENTAL CTL SYS OPERATING UNDER FULL LOAD. BOEING COMPANY PERSONNEL WERE ASSIGNED TO THIS FLT AS TEST CREWMEMBERS TO CONDUCT THESE TESTS, THE TOTAL NUMBER OF PERSONS ON BOARD WAS 196, ALL OF WHOM WERE 'REQUIRED FOR THE PURPOSE OF THE FLT' IN COMPLIANCE WITH THE LIMITATIONS OF THE EXPERIMENTAL CERTIFICATE.
