Narrative:
On dec/mon/94 at about XA00 EST while on final approach, my student and I could not get the landing gear extended. I was conducting multi-engine instrument lesson in a beech duchess, while in VMC. While practicing the ILS runway 7 into phf, after performing the before landing checklist, we did not get the indicating lights informing us that the gear was down and locked. We initiated the missed approach before reaching decision ht and were instructed to contact norfolk approach. After being radar idented by norfolk approach, I asked the controller to cancel our IFR flight plan and informed her of our landing gear problem. I told the controller that we would like to proceed to the north (approximately 8 NM north of phf) and try to work out the gear difficulty. Mins later, I informed the controller that we performed the emergency gear extension and the 3 green lights were indicating. The controller acknowledged our transmission and instructed us to contact newport news tower. Newport news tower cleared us to land on runway 2 and the landing was uneventful.

Title: PLTS OF AN MEL USED THE MANUAL METHOD TO LOWER THE LNDG GEAR AFTER THE PRIMARY EXTENSION METHOD FAILED.

MINS LATER, I INFORMED THE CTLR THAT WE PERFORMED THE EMER GEAR EXTENSION AND THE 3 GREEN LIGHTS WERE INDICATING. THE CTLR ACKNOWLEDGED OUR XMISSION AND INSTRUCTED US TO CONTACT NEWPORT NEWS TWR.
