Narrative:
Aircraft #1 departed clt climbing to 8000 ft, radar idented, and climbed to 12000 ft. Aircraft #2 departed clt after aircraft #1 and climbing to 8000 ft, radar idented and then turned to 070 degree heading inside of aircraft #1. Aircraft #1 was turned to 140 degree heading to intercept the transition. Based on the performance of previous aircraft during this push I estimated and anticipated that aircraft #1 would tip the other aircraft. I continued with other duties and after re-evaluating the situation with the 2 aircraft in question I determined that some other action needed to be taken. I instructed aircraft #2 to maintain 7000 ft (but called the aircraft the wrong call sign) twice and also instructed aircraft #1 to expedite climb and it never responded. At this time aircraft #1 was responding to an RA to descend even though it was on top and the aircraft #2 responded with a climb both were opposite from what I had done and separation was compromised.

Title: OPERROR BTWN ACR X AND ACR Y.
Narrative: ACFT #1 DEPARTED CLT CLBING TO 8000 FT, RADAR IDENTED, AND CLBED TO 12000 FT. ACFT #2 DEPARTED CLT AFTER ACFT #1 AND CLBING TO 8000 FT, RADAR IDENTED AND THEN TURNED TO 070 DEG HDG INSIDE OF ACFT #1. ACFT #1 WAS TURNED TO 140 DEG HDG TO INTERCEPT THE TRANSITION. BASED ON THE PERFORMANCE OF PREVIOUS ACFT DURING THIS PUSH I ESTIMATED AND ANTICIPATED THAT ACFT #1 WOULD TIP THE OTHER ACFT. I CONTINUED WITH OTHER DUTIES AND AFTER RE-EVALUATING THE SIT WITH THE 2 ACFT IN QUESTION I DETERMINED THAT SOME OTHER ACTION NEEDED TO BE TAKEN. I INSTRUCTED ACFT #2 TO MAINTAIN 7000 FT (BUT CALLED THE ACFT THE WRONG CALL SIGN) TWICE AND ALSO INSTRUCTED ACFT #1 TO EXPEDITE CLB AND IT NEVER RESPONDED. AT THIS TIME ACFT #1 WAS RESPONDING TO AN RA TO DSND EVEN THOUGH IT WAS ON TOP AND THE ACFT #2 RESPONDED WITH A CLB BOTH WERE OPPOSITE FROM WHAT I HAD DONE AND SEPARATION WAS COMPROMISED.
