Narrative:
Aircraft #1 air carrier X. Aircraft #2 air carrier Y. Aircraft #1 departed cvg and called on frequency climbing to 12000 ft. Then issued clearance direct ape VOR climb to 17000 ft. Aircraft #2 at FL240 heading northeast issued clearance to fly heading 015 degrees and descend to FL180. Aircraft #1 told to fly heading 045 degrees and climb to FL230. Aircraft #2 told to fly heading 035 degrees. At this time conflict alert activated. Aircraft #2 told to fly heading 045 degrees. Aircraft #1 issued clearance to amend the altitude to FL190. Aircraft #2 told to maintain FL200 -- mode C indicating FL205 the pilot replied he would have to climb back to FL200. Aircraft #2 was issued further right turn to heading 065 degrees. Aircraft #2 descended to FL191 before he began to climb back to FL200. Separation was lost before the turns or altitude could be regained. From the time aircraft #2 was issued heading 035, 045, and 065 degrees till separation was lost, 1 min and 38 seconds passed aircraft #2 ground track only changed 016 degrees with 050 degrees of turns issued.

FROM THE TIME ACFT #2 WAS ISSUED HDG 035, 045, AND 065 DEGS TILL SEPARATION WAS LOST, 1 MIN AND 38 SECONDS PASSED ACFT #2 GND TRACK ONLY CHANGED 016 DEGS WITH 050 DEGS OF TURNS ISSUED.
