Narrative:
After pushing back from gate at anc airport, ak, aircraft (air carrier X) was stopped and brakes were set. I was waiting for an all clear and waive off signal from the ground signal man. He was holding us as a (air carrier Y) B-747-400 was taxiing up the taxiway behind us. I could not see the B-747. I felt a slight shudder in the aircraft. At that time I looked back over my left and saw the B-747. His right winglet had struck my horizontal stabilizer. I immediately called our maintenance and asked them to look at our aircraft. I was told there was some slight damage to our left horizontal stabilizer. 2 hours later we were towed into gate. I believe the B-747 was told to hold short of our aircraft. Supplemental information from acn 292516: 747-400 taxied into my 767-300. 2 hour investigation on ramp determined that 747 was at fault. He must have thought that he had wing clearance.
