Narrative:
Night time. Numerous departures arrs. Air carrier X cleared for takeoff 09L, fly runway heading. I applied power, spooled up, I advanced throttles toward takeoff power and captain fine tuned setting. I looked up and out centered aircraft on centerline. Rechked power setting and looked back up and out. Noticed traffic crossing runway -- a 707 or dc-8 under tow crossing left to right. Initiated abort. Stopped well short of other vehicles and exited runway. Accomplished appropriate checklists. Re-entered taxi traffic for subsequent uneventful takeoff for flight to houston. Callback conversation with reporter revealed the following information: reporter stated the tower had taxied them into position and hold. Then, as they turned onto the runway, cleared the aircraft for takeoff. Reporter said they had reached about 80 KTS when they saw the aircraft under tow and aborted takeoff. Local controller issued cancel takeoff after the flight crew had started the abort. Aircraft stopped 200 ft from crossing aircraft. Captain called tower supervisor and the supervisor said the ground controller had coordination the crossing of the tow aircraft and the local controller forgot.

Title: ACR X HAD LTSS FROM ACFT XING RWY UNDER TOW. SYS ERROR. RWY INCURSION.
Narrative: NIGHT TIME. NUMEROUS DEPS ARRS. ACR X CLRED FOR TKOF 09L, FLY RWY HDG. I APPLIED PWR, SPOOLED UP, I ADVANCED THROTTLES TOWARD TKOF PWR AND CAPT FINE TUNED SETTING. I LOOKED UP AND OUT CTRED ACFT ON CTRLINE. RECHKED PWR SETTING AND LOOKED BACK UP AND OUT. NOTICED TFC XING RWY -- A 707 OR DC-8 UNDER TOW XING L TO R. INITIATED ABORT. STOPPED WELL SHORT OF OTHER VEHICLES AND EXITED RWY. ACCOMPLISHED APPROPRIATE CHKLISTS. RE-ENTERED TAXI TFC FOR SUBSEQUENT UNEVENTFUL TKOF FOR FLT TO HOUSTON. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE TWR HAD TAXIED THEM INTO POS AND HOLD. THEN, AS THEY TURNED ONTO THE RWY, CLRED THE ACFT FOR TKOF. RPTR SAID THEY HAD REACHED ABOUT 80 KTS WHEN THEY SAW THE ACFT UNDER TOW AND ABORTED TKOF. LCL CTLR ISSUED CANCEL TKOF AFTER THE FLC HAD STARTED THE ABORT. ACFT STOPPED 200 FT FROM XING ACFT. CAPT CALLED TWR SUPVR AND THE SUPVR SAID THE GND CTLR HAD COORD THE XING OF THE TOW ACFT AND THE LCL CTLR FORGOT.
