Narrative:
We experienced a malfunction on the aircraft extensive enough to require reposing to a maintenance base. Even though we canceled the revenue flight an hour prior to departure on the ferry flight, the ramp personnel neglected to remove the passenger bags. A person or persons unknown closed and latched the aft cargo door. We checked the door for security and 'assumed' that the bags had been removed -- they hadn't been. We found them while being repaired at the maintenance base and had them returned on the next flight out.

Title: FERRY PERMIT VIOLATION.
Narrative: WE EXPERIENCED A MALFUNCTION ON THE ACFT EXTENSIVE ENOUGH TO REQUIRE REPOSING TO A MAINT BASE. EVEN THOUGH WE CANCELED THE REVENUE FLT AN HR PRIOR TO DEP ON THE FERRY FLT, THE RAMP PERSONNEL NEGLECTED TO REMOVE THE PAX BAGS. A PERSON OR PERSONS UNKNOWN CLOSED AND LATCHED THE AFT CARGO DOOR. WE CHKED THE DOOR FOR SECURITY AND 'ASSUMED' THAT THE BAGS HAD BEEN REMOVED -- THEY HADN'T BEEN. WE FOUND THEM WHILE BEING REPAIRED AT THE MAINT BASE AND HAD THEM RETURNED ON THE NEXT FLT OUT.
